Biography
Leecia Eve is a dedicated public servant and advocate who has spent her entire legal career championing and advancing the rights of women, fighting for the disenfranchised, protecting the vulnerable, and defending economic and educational opportunities for all. Born and reared in Buffalo, and currently a resident of Harlem, Leecia’s ties to New York run deep. After graduating from Smith College, the John F. Kennedy School of Government at Harvard and Harvard Law School, Leecia served as a law clerk to Associate Judge Fritz W. Alexander, II of the New York State Court of Appeals, and later became the first African American general equity law partner at the law firm of Hodgson Russ. As a young associate at Covington & Burling, she was one of four lawyers who worked pro bono to win a precedent setting case that resulted in relief in the areas of sexual harassment, obstetrical and gynecological care, program evaluation, environmental health and fire safety for hundreds of women in District of Columbia prisons.
Having served at the nexus of the legal, public, and private sector worlds in both New York and Washington, D.C., Leecia has a thorough knowledge of the complex legislative, regulatory, and public policy matters affecting New York, as well as a keen understanding of the diligence and resolve necessary to be an effective public servant. Leecia served as a counsel to then U.S. Senator Joseph R. Biden, Jr., ranking member on the U.S. Senate Committee on the Judiciary, on critical civil rights and social justice issues, including immigration and the implementation of the Violence Against Women Act. In the wake of the September 11th attacks, in addition to her work as counsel to then U.S. Senator Hillary Rodham Clinton, Leecia assumed the role of Senator Clinton’s homeland security advisor – crafting legislation in partnership with fire fighter and law enforcement organizations across the country.
As the Deputy Secretary for Economic Development for New York, Leecia was responsible for overseeing eleven agencies in state government and was the chief economic development advisor to Governor Andrew M. Cuomo. As Deputy Secretary, she focused on leveraging state resources to attract new investment in strategic industries and critical infrastructure through public-private partnerships, bring new businesses to New York, and help New York’s businesses strengthen and expand, while marketing the Empire State as a state that is once again “Open for Business.”
As Vice President for Government Affairs for Verizon for New York, New Jersey and Connecticut, Leecia oversees policy and ensures governmental compliance for a company that innovates and invests billions in New York State and puts nearly 20,000 New Yorkers to work every day. She also serves as a Commissioner of the Port Authority of New York & New Jersey.
